We start with how you use the room. A kitchen that keeps its sink, range and refrigerator in place is a lighter project than one that gains an island or opens to the living room, which adds framing, new circuits and a permit. Usually, yes. California law lets most single-family lots add an accessory dwelling unit, and often a junior ADU inside the house as well; California HCD publishes the state ADU and junior ADU law cities apply. The usual paths are a detached backyard unit, a garage conversion or an addition that extends the main house, and lot size, setbacks and utility routes decide which fits.
Each San Mateo County city runs its own permit review. Plans for a San Mateo address are filed with the City of San Mateo, whose City Hall is at 330 West 20th Avenue, while a project in Burlingame or Foster City is filed with that city. With the San Andreas Fault close by, seismic work belongs in the plan for any structural job. On a house with a raised wood floor and a crawl space, a brace and bolt retrofit sheathes the cripple walls with plywood and bolts the frame to the foundation, and California’s Earthquake Brace + Bolt program offers retrofit grants for qualifying houses in eligible ZIP codes.
